Online Applications are available.

The Housing Authority of Racine County is accepting applications for the Section 8 Housing Choice Voucher Program Online Lottery beginning Monday, February 20, 2023 at 8:00 AM and the waitlist will remain open until 1,500 applications are received. The Housing Authority of Racine County will only accept online pre-applications. These 1,500 applications will be added to the existing Section 8 Housing Choice Voucher Program waiting list and will be ordered by preference points, and date and time their complete application is received by HARC. Applications will not be available in paper form, nor will they be accepted at the offices of the Housing Authority of Racine. You may apply online from any computer, laptop, tablet or smart phones with internet access. Interested person without access to the internet may apply from locations with computers available to the public such as the public library (call your local library for an appointment). The Housing Authority of Racine County will provide reasonable accommodations to ensure the application process is accessible to applicants who may have disabilities and cannot comply with the customary application process. Applicant requesting reasonable accommodations must telephone the office of the Housing Authority of Racine County at 262-636-3405 in advance of the opening of the waiting list, no later than 12:00 noon on Thursday February 16, 2023, to arrange for accommodations.

The Housing Authority of Racine County (HARC) waiting lists for Project Based Vouchers (PBV’s) will open on February 20, 2023 and remain open until a limit of 500 applications is reached. Project-Based Vouchers provide rental assistance that is tied to a specific unit in a property contracted with HARC. Applicants who were selected for both HCV and PBV Wait Lists will only be removed from a list for which they have been selected. Applicants requesting a reasonable accommodation must telephone HARC at 262-636-3405 in advance of the opening of the waiting list, no later than 12:00 Noon CST on Thursday, February 16, 2023 to arrange for accommodations.

The Housing Authority of Racine County (HARC) waiting list will remain open for referrals under the Homeless Preference category. An individual who is homeless as defined in PIH 2013-15 Category 1 or Category 4 or who is referred from a PHA approved homeless service agency. HARC approved homeless service agencies are updated here. Only PHA approved partner agencies may submit applications under this category.

The Housing Authority of Racine County (HARC) will continuously take pre-applications for the Mainstream Voucher program, until our allocation of Mainstream Vouchers (26) is fully utilized or funding is depleted. As the Mainstream Vouchers turn over, they will be reallocated to qualified households up to the 26 voucher funding limit. To qualify for Mainstream Vouchers, the household must include a non-elderly person (at least 18 years of age and less than 62 years of age) with a documented disability. In addition, you, or another person in your household, must be transitioning out of an institutional or other segregated setting; or at serious risk of institutionalization; or homeless or at risk of being homeless; or in a Transitional/Supportive Housing Program.

It is the applicant’s responsibility to keep the Housing Authority posted on your current address, email, and phone. Failure to do so may cause you to be removed from our Waiting List.
